A blindfolded Palestinian man is arrested at a checkpoint in the West Bank city of Hebron ,Tuesday, Sept. 26, 2006. The reason for the arrest were unclear. The human rights situation for Palestinians has deteriorated to a new low, a U.N. rights expert on the Israeli-Palestinian conflict said Tuesday, blaming the United States, Canada and Europe for contributing to the "tragic" situation in Gaza and the West Bank.
